East Lansing's 5 percent franchise fee for Lansing Board of Water & Light (LBWL) customers is a tax, the Michigan Supreme Court held on Monday.
Rep. Bill G. Schuette, the incoming chair of the House Rules Committee, said his committee will take up bills that change administrative rule promulgation authority and bills that need extra work, with the intent of avoiding major changes from being made in floor substitutes in the future.
