Gov. Gretchen Whitmer's tax cut proposal moved out of a joint House-Senate conference committee this afternoon but stalled on the House floor Wednesday evening after the Democratic majority was unable to get the 56 votes needed to pass it. The House plans to return to session at 10 a.m. Thursday.
