AG: No Charges For MSP Trooper In Fatal February Shooting

(Source: MIRS.news, Published 07/25/2025) The Michigan State Police trooper who fatally shot a 52-year-old Port Huron man in February will not face charges.


Attorney General Dana Nessel said Friday that her office concluded its review of the Feb. 12 shooting that left Mark Ryan dead and determined that the trooper acted in self-defense.

Troopers and St. Clair County sheriff’s deputies responded to a Port Huron home on Feb. 12 following a 911 caller who claimed Ryan was intoxicated and intended to commit suicide. The caller said Ryan also wanted someone to shoot him.


Upon arrival, officers heard shouting from inside the home and were told that Ryan was armed with a BB pistol.


Two residents were escorted out of the home and Ryan also exited, carrying a pistol in his right hand.


According to the AG’s office, officers on-scene were not able to readily determine whether the pistol was a BB gun or a real firearm as it was visually indistinguishable as such and did not bear an orange barrel tip typically indicative of a BB gun.


Ryan did not respond to officers’ commands to drop the weapon, and instead went into the home only to re-emerge multiple times.


Officers told Ryan that they did not “want to shoot you,” and Ryan replied, “How about if I want you to?”


At one point, Ryan left the porch and walked toward officers, ignoring at least eight orders to stop. As Ryan continued to walk toward one trooper, while carrying his pistol with raised arms, the trooper retreated and told Ryan that he would shoot if he did not halt.


Ryan continued toward the trooper, who fired three shots, fatally striking Ryan.


Nessel’s office reviewed the MSP reports, audio recordings, body cam footage and other materials to determine if the trooper acted in self-defense.


Under MSP policy, all officer-involved shootings are first assigned to investigators from a different district than where the incident occurred before they are referred to the AG’s office.
