(Source: MIRS.news, Published 09/05/2025) Rep. Carrie Rheingans (D-Ann Arbor) is proposing a constitutional amendment to require multiple state government branches’ approval before declaring a rebellion or invasion and legislation to prohibit local law enforcement from being used for federal immigration law enforcement. She also pushed for stiffer habeas corpus and Miranda rights.
Rheingans announced the “Defend MI Freedoms” package earlier last week that would prevent local governments from being deputized by ICE, bans the use of state and local funds to work against the right to challenge unlawful detention, and enshrines Miranda rights and due process into Michigan law.

In a press release, it says the reforms come in response to President Donald Trump's administrative actions and court rulings that challenge his authority.
“In this country, we do not have a king or an autocrat. We aspire to live up to the creed of all people being created equal, where life, liberty and the pursuit of happiness are unalienable rights, and where everyone has equal justice under the law,” Rheingans said in the press release.
She said defending Michigan freedoms means clearly stating that rights cannot be suspended, communities cannot be conscripted into federal immigration enforcement and people should be able to trust their government.
At her press conference last week, she was joined by Washtenaw County Sheriff Alyshia Dyer, Washtenaw County Prosecuting Attorney Eli Savit and ACLU of Michigan Executive Director Loren Khogali.
