DeVos-Backed PAC Allegedly Spent Money Before Election, Reported It As Raised After

(Source: MIRS.news, Published 04/21/2025) The Department of State (DOS) acknowledged they are investigating a complaint made against a political action committee (PAC) backed by the DeVos family used to fund Grand Rapids City Commission races.


The complaint, filed by Wesley Wilson in December, alleges the Fund for Safe Clean and Healthy GR received contributions and made expenditures in 2024, but failed to report them until the year-end report in January.

"The goal was to fill out everything … as $0 until the sos notices (or they got reported) so they could run out the clock before the election and claim it's a bug using this loophole in the sos quarterly filing so that the automatic late fees aren't also applied, thus avoid both," Wilson wrote in the complaint.


He said a "pop up PAC" with a similar name had tested out the theory during the 2022 election cycle.


"They did not want voters to know who funds this and bragged about this openly and kept using this loophole. It's kind of crazy," the complaint stated. A letter from April 10 repeats the claim.


The campaign finance website indicates the PAC indeed spent advertising money on Dean Pacific, John Krajewski and AliciaMarie Belchak, who all ran for Grand Rapids City Commission.


Belchak won in a runoff against Pacific for the seat.


A response from the Fund for Safe Clean and Healthy GR claims the expenditures for July and October were indeed nothing. They said there were no contributions made to the PAC until Nov. 21, 2024, and didn't make any payments until Nov. 25, 2024. These show up on the campaign finance website with the correct dates.


An MDOS spokesperson said they couldn't comment on the state of the investigation until the final report was released after a determination was made.
