(Source: MIRS.news, Published 05/16/2024) Planning committees and master plans would be required to consider housing needs under an amended version of the Michigan Planning Enabling Act brought forth by Rep. Kristian C. Grant (D-Grand Rapids).
HB 5557 would require housing types, costs, affordability, attainability and ages be considered when developing master plans, which map out the next 10 to 20 years of growth and change for local communities. Right now, they are required to consider transportation, safety, sewage, recreation and roads, but not housing.
Grant said it is critical that all levels of government make an intentional effort to address Michigan’s housing crisis, and that the bill would bring more housing to the state.
“I think this is important, but I don’t think it’s something God would show up for,” Grant said after an echo from her microphone boomed over the room’s speakers.
The commissions creating master plans would take the interests of diverse communities into consideration when selecting commissioners, as well.
After the Michigan Association of Planning, a land use planner and lawyer and the Michigan Municipal League testified in support, there were no questions from the committee.
“I must say, I was waiting for Rep. Andrew Fink (R-Osseo) to come on in there,” Grant said. “I won’t press my luck.”
Other organizations supporting the bill include Michigan Realtors, MSHDA, Michigan Townships Association, Smith Group, Grand Rapids Chamber, Home Builders Association, Small Business Association of Michigan, Rental Property Owners Association of Michigan and the Apartment Association of Michigan.
